Need to take off the plastic kick guard off just below the glove box. Then you can look under the glovebox and you'll see the blower motor and the blower resistor module on the bottom of it. For even better access, open the glove box, and flip it upside down which will expose the connector for the resistor module that needs to be unhooked.

To move the glove box upside down, feel around in the openings just to the left of the glove box. You'll feel a hook like (spring loaded) metal piece that you can push back, that will allow the glove box to fall freely down.

GMC 2004 Envoy blows heat even with blower off ... Why ?

The relay in your blower motor is stuck on, there is a TSB for this issue. Replace the blower motor resistor and you'll be back in business.
How does the resistor get power if the fuse is pulled?
Replacing the resistor will cure both problems. TSB is a technical service bullitin seen below

If you have automatic climate control, replace your blower control module, behind the glovebox.
If it's manual, replace blower motor resistor assembly, same location.

The controls for the heater & a/c are not working. I lost one blower level at a time, and now none. any suggestions

none of the controls are working? or just the fan control? if it is just the fan control, your problem is the blower motor resistor. it is located on the airbox, close to the fan motor.

Heater blower motor

these vehicles have a heater control resistor mounted to the heater box. This is the module that is used to reduce the speeds to the blower motor. you will need to replace it. it is located next to the blower motor,
