You can't without professional test equipment

The only other way is to remove the timing belt

I have 1999 kia 1.8 wont start i change the cam sensor and crank sensor and coils and i still dont have a spark

hi either you got a wire shorted out or the ecm failed on ya.
another thing to check is timing belt or chain you couldve popped the belt or jumped timing and the syncroing is off or got a bad check the timing belt loosen a few of the top screw on the timing cover and shine a light down there to see if the cams are turning if they are so far so good.then get a scanner on the car and see if the crank and/or cam signal is there and go from there.

The timing belt on my 99 kia sephia has apparently there any way to tell whether it damaged the pistons and valves before I spend money replacing the timing belt and water pump?

No there no way way of knowing without replacing the timing belt, cylinder compression test at this point would not work due to valve's open at wrong time, this engine is a INTERFERENCE ENGINE, but you might get luckly where it did not damage valve's it's happen here at my repair shop, also you don't have to replace the water pump, it is not timing belt driven water pump

2000 Kia Sephia p0303 code engine misfires

do a compression test. cylinder 3 could have a bad valve lifter or sephia dont have push have a bucket type followers.a intake leak to that cylinder can also cause misfire problems.

Bucking during normal driving

at first blush i would say water in the gas... buy a couple bottles of gas line antifreeze. put them in the tank and let it set overnite if you can tho sometimes it works faster then that. gas line antifreeze is alcohol (NOT the kind you would drink).
if that solution doesn't work the next alternative is that the coil pack is going.
