both fans do not turn on at the same time. one fan is for the AC condensor and the other is for the radiator. A/C turns on one fan, Radiator temp switch turns on the other one. If you have never replaced the thermostat, or done a radiator flush/refill, you should do one now.
I would change the timing belt approximately every 80,000 mi. This is a guideline only that I have used on my 1979 Honda, and it still seems to be the right mileage for changing the timing belt on newer Hondas such as yours.

Your vehicle is trying to overheat. The reduced power you are seeing is programmed into the PCM (powertrain Control Module). This vehicle uses a cylinder head temperature sensor which is mounted into the wall of the cylinder head and is not connected to any coolant passages. It sends a signal to the powertrain control module indicating the cylinder head temperature. If the temperature exceeds approximately 121°C (250°F), the powertrain control module disables half the fuel injectors at a time. The powertrain control module will alternate which fuel injectors are disabled every 32 engine cycles. The cylinders that are not being fuel injected act as air pumps to aid in cooling the engine. If the temperature exceeds approximately 166°C (330°F), the powertrain control module disables all of the fuel injectors until the engine temperature drops below approximately 154°C (310°F).
I would have someone check the function of your cooling system and cooling fan.
COULD BE COOLANT SENSOR,HEAD GASKET,CHECK THE TIMING,THE PROPER MIXTURE OF COOLANT,WATER PUMP.DID YOU HAVE IT CHECKED OUT?ANY LEAKS?HEAT WORK WITH FAN?
Its not impossible for there to be a bad head gasket or leaking. But I agree with you the over heating will be there during driving as well. I would change the fan clutch and replace the thermostat, if the thermostat that was replaced wasn't an oem/delaer thermostat, I would change it. From prior experience with these type of vehicle the most likely cause of overheating thermostat and fan clutch. Aftermarket thermostat just aren't good for this vehicle I have proved it a few times for myself. Take my advise and change the thermostat with an oem one and the fan clutch with an oem. Good Luck.
