Engine vacune increases with engine RPM increase, right? You are on the right track here,on the controls possibly . I would check engine vacume. Also check condision of lines And any vacume cannesters and propper routting of vacume lines. Then I would work my way to the controls,to try and Isolate the problem. Good Luck and have a good XMASS.
There is air trapped in you cooling system. Applying vacuum to the cooling system with the engine off through the radiator or surge tank should extract the air pockets in the heater core.
