You probably have a leaking evaporator. Have someone with a leak detector sniff around the thing.

I parked the vehicle THREE YEARS ago it in perfic condition.

Your seals probably dry rotted and failed. After that long parked and not running, you will probably experience quite a few problems. Cars need to be ran around a couple times a month to keep stuff working and not dry rot or collect corrosion from being exposed to the elements and temperature/humidity changes.

My 1989 Buick Park Avenue is sputtering and stalling.

This is a condition that could be caused by many things. First check all air hoses for a vacuum leak. Always start with the cheapest solution before looking at most expensive problems.Try while running unplugging and replugging a vaccuum hose connected to a component 1 at a time and check to see if it changes the condition and let me know what you find. Most common is clogged EGR

I DONT KNOW YOUR LEVEL OF AUTO EXPERIENCE BUT CHECK OUT PUT OF THE ALTERNATOR DURING THE PROBLEM. IF THE PCM IS GETTING LESS THAN 10.5 VOLTS THEY START GOING INTO A LIMP IN MODE. ITS A SAFETY MODE. COMMON ISSUE WITH GM. HOPE THIS HELPS

The condition you describe is usually caused be a vacuum leak. You should check all vacuum hoses for tightness.
Maybe PCV valve or things on that system.

I have a 1992 mercedes 200 E WDB 021 Saloon, it has 8 button air condition and I dont know how to use it. Control wheel on blue position but When I push the button (leftmost)which has a glass figure on it,...

The pulley on the air condition has to turn it has a belt on it. The Compressor engages to pre cool the evaporator. Most likely you have a blend door pod leak or leak in the hose or the sampler valve is bad. I would replace the sampling valve behind the glove box/air bag. As that reads the cabin temp and if it thinks the car is cold the heat will stay on because everything is automatic. All vents will blow cold when it thinks its hot and in addition to floor and corner dash center vents will blow cold when it works. If the direction of air is correct then the A/C system may have a leak or need a charge of freon.

I charge my air conditioner on my truck and my air will only stay cold for about one week then starts to get warm again. It used stay cold longer. The longer I prolong, the shorter time span for cold air.

It sounds as if you have a leak in your ac system. There are kits that allow you to add ultraviolet dye to the system. After running the system you can trace the dye to find the leak. In your case I think you could locate it in a day or two. Once found, repair the leak and evacuate and charge the system. I highly recommend having a vacuum pulled on the system since it has been low numerous times.
Good hunting
