2002 Trailblazer - won't start

wont start tachometer speedometer fluxuate on the on position .cant take vehicle out of park , ignition fuses under hood getting half voltage , 12 volt at battery all other electrical works air bag light flashes after other warning lights go out fuses OK

-   car somtimes won't start. in on position windows won't go up or will go up slowly. radio comes on sometimes in on postion-   cmvegal3

And dont leave the battery hook up.
