1. Remove the turn signals. Not easy, but there is one screw in each toward the inside. The screw won't fall out because it's held by a collar, but that's also a problem because it prevents the screw from retracting. So just turn them until they feel free, the pry the inside edge out. There's a tab on the outside edge that fits into a slot to hold the assembly so pry out the inside edge and then you can pull the assembly out. The tips of the screws may get caught in the clip they screw into, but don't worry, just pry that inside edge out and use some force if you have to. The clip can be replaced if needed by one from an auto parts store, but you may not have to do that.

2. There are two bolts behind each turn signal assembly - remove all four.

3. Remove the two retaining clips on the bottom of the bumper. Easier said than done though. Good luck, because I had to pry them off and replace them with regular plugs. A pain.

4. Look under the hood in the area of where you removed the four bolts. There is one stud on each side running through the frame that has a nut inside the engine compartment. The one on the driver's side is easy to see and access. You can't miss it as it is right behind the headlight. Take those nuts off, and the bumper will pull straight out. You may find it easier to remove the battery to get at the nut on the passenger side.

Remove the bumper. If I remember correctly, it is two bolts each side, which you can reach from the front with an extension on your ratchet. Don't forget to unplug (and perhaps remove) your front turn signals.

I don't know how to use my low beam light on my 91

The small dot is probably for park lights, the big dot for the headlights. For low beams, pull the switch lever towards you, just a light pull, you should hear a click.

Headlights won't work on 91 Honda Accord Ex

I had an old honda once and there was a secondary fuse box under the hood near the battery. Black flat cover. Try checking for one of those.
