I have a 1997 dodge neon , Canada,SOAC 2.0L
In order to start the car you have to turn on the key , press the R window defogger (safety feature i presume) then the starter will engage. This quit working and the starter will not engage unless i short it out and bypass the r window defoger i presume there is a short someware in the wire leading from the rwdefogger to the starter but i dont know how to trace the wire or how to bypass it so the car will start .. any suggestions ??

Is the car still in gear? If it is, then it will not start till you put the car in park. I've done this before and the same thing happened, had radio, lights etc...till I put car in gear and it started. Check the gear selector, if it's not in park, then put it in park and try to start. Hope that helps.
Get someone to help you, acquire a hammer and a stick thick enough to absorb a hit from the hammer and slim enough to shimmer its way to your starter. While your turning your key over to start the motor, have your helper have the stick up against the starter and giving it a few whacks. If it kicks over then its your starter. Still sounds to me to be a starter!
Both your air con and defogger (I am assuming you mean front windshield defroster setting, and not the back window) engage the air conditioner pump/compressor.
The screeching can be either a bad belt or a bad compressor.
How long has it been since the belt was changed? If it is old, and slipping, it will cause the screech at speed.
If the belt has recently been changed, and is adjusted properly, I would start looking that the air compressor pump.
