Check your IAC (cold start) value. This could be the culprit.

Get the diagnostics test done as this can be a faulty sensor (there are several on my mind but would be just guess job) and that is why it is hard to start.

I have a 1996 dodge caravan that starts hard in cold weather!

Cold weather has an adverse affect on batteries. The clicking sound could be from the starter solenoid not receiving enough voltage to energize the starter motor. The engine being hesitant to start and run could indicate the need of new spark plugs, wires, etc.

Hard to start cold but once running is ok

I believe you have a throtle body correct? IF so you have poor fuel pressure, plugged filter of injector. If by some miracle you have a carberated engine the the fuel is leaking from the bowl. Get a carb rebuild kit.
