Question about 1998 Honda Civic

The speedometer is not cable driven, like older cars. It works off of an electrical sensor called a vehicle speed sensor (VSS) that is mounted on the transmission.
If the headlights or dashboard lights dim and brighten in rhythm with the speedometer jumping, (check engine light is also on) the problem may be alternator, or fuse, or wiring harness scraping the bottom of the intake manifold and/or poor ground connection related.
If the lights are steady, and only your speedometer needle jumps back and forth then the VSS signal is erratic. Consider replacing the vehicle speed sensor (VSS) to repair the speedometer problem.

?? Does it move on the road ? You could have a worn out CV joint that allows the transmission to free-wheel. If that is the case, replace immediatly, or the transmission differential will fail.
