You have a carburetor, right? Rochester Quadrajet or Holley? Look down the barrels--are they cracked open? What about the secondary butterflies--they should be closed up tight as a drum. Did you look at the fast idle cam linkage? Does the carb have an automatic choke that is messing up the fast idle cam position? The fast idle cam should come on when the choke is closed and should step down as the choke opens. If you have a manual choke, it is probably rigged, as these cars all came with auto chokes. This is one of those things all of us mechanics would like to see for ourselves to figure out, but we have to let you be our avitar.
