How long has the check engine light been on? I would bet there is an Evap code. I would also bet the vent solenoid is stuck or plugged. I don't remember if that one is mounted on the charcoal canister or if it mounted up buy the cross bar of the frame by the wheel well.
If its remote mounted there will be a large rubber hose coming of of the charcoal canister follow it to the vent solenoid. There should be a two wire connector on it. Remove the hose from the solenoid and try to fill. If it fills fine replace the vent solenoid.
