If your check engine light is going on and off this usually indicates a misfire condition there should be codes inside your computer for the misfire circuit usually it would be PO300 for mulitiple cylinder misfire P0301 would be cylinder 1 and so forth recheck your computer for codes because with a misfire it will definatly set a hard code....

Spitting and sputtering like not getting fuel

It may have fouled your plugs, but you can tke them out and clean them. Use a small blade and scrape the carbon off.
You could also take the egr valve off and try to clean it. Use a wire brush. also clean as best you can the passages under the valve, they can get plugged with carbon. Use a new gasket when you bolt the egr valve back down. Keep trying to get the fuel filter off, but the egr cleaning should help.

03 mitsubishi endeavor engine cuts out at 4000 rpm when driving revs fine when in neutral. It has no engine codes. any ideals?

At 4000 rpm what does your speedo say. Your computer may be limiting both your mph and your rpms. I have a 2004 Ford Ranger at 90 mph the engine sputters and seems to miss. It will stay at 90. In neutral it revs fine. My problem is because of chip programming in the computer. Your problem may be the same.

2002 cadillac deville service engine light flashing at 20 mph

Did you replace those parts based on the trouble code? Or are you just throwing parts at it? What are the codes?

Engine light flashing and it is spitting sputtering and backfiring in 2000 silverado ...what could it mean?

If You Have A OBD2 Code Reader,It Should Give You A Code And Tell You The Actual Problem,It Almost Sounds Like The Crankshaft Position Sensor Is Not Working Right,That Will Control Your Timing And If It Goes Out,You Will Get The Sputtering And Backfiring.Good Luck....

Seems like its choking

first you have to check for code with scanner , sounds like you have sensor problem , (coolant temp sensor map sensor etc). it could be a fuel delivery issue like lean condition . but the code for engine light will guide you in right direction. good luck

Sounds like a bad spark plug or spark plug wire arching out causing an engine misfire.
