Hey Brian ,
ICP - Integrated control panel
RCC - Remote Climate Control Module Integrated Control Panel-Electronic Automatic Temperature Control

The Taurus, Sable vehicles group together the following systems into a single integrated control panel:

The remote climate control module is mounted to the A/C evaporator housing behind the integrated control panel.
The integrated control panel is connected to the remote climate control module with a dedicated two-wire communication link.
The integrated control panel EATC features:
a vacuum fluorescent display (VFD) for displaying set temperature, ambient temperature, function and diagnostic trouble codes (DTCs).
electro-luminescent backlighting for all buttons and graphics.
function override buttons.
temperature control and blower speed rocker switches.
I have the same problem with my ford taurus 1997. Its getting colder these evenings and Im afraid its going to be expensive. I dont want to get rid of the car, one mechanic quoted 700.00 job. I only paid 1400 a year ago. My wife was right to wait and buy newer but I didnt want another monthly bill. I might try the mechanics around Shae stadium however lots of potholes, very tricky going through there and not damaging something around the wheels.
If you can turn the heater button and you don't have coolant spills then either the heater radiator is clogged or,more likely, the control valve is not working. Locate it and check that the command arm switches position when you move the heat button : if it does than it's faulty - replace it, if it doesn't - the control cable, its anchor points or the heat button are faulty. Find which and fix it.
if you haven't changed the heater core yet do so . make sure that there is no air lock by flushing water thru it . and still if you have no heat you may also have to buy a new control switch located in the dash board . the switch that controls the ac / heat .
it could very well be the control switch in the dash panel that controls the ac / heat / air flow direction . the switch is in the middle of the radio panel . about $50 or so at your ford dealer .
check the fuse for the radio first. replace fuel filter. and get nuetral safety switch. radio adn sunroof might be related? hope this helps. fuel filter 10 dollars nuetral safety switch 30 dollars auto zone. easy fix.
