Question about 1994 Toyota Pickup
Check your connections first, I had the same problem, replaced the starter and same thing, had lots of corrosion on negative connection point, recut the line and recrimped, and started like it was new.

The starter solind is sticking try taping the starter and see if it works if not replace or check starter realey

Tips for a great answer:
can be faulty ignition lock cylinder. I suggest to wiggle the steering wheel
a bit and see if the key turns to start mode. If that is not helping
then first turn steering wheel to right and try , or next turn
steering wheel to left and see if you can turn the key.
wd-40 in the ignition key hole and let it remain there for few minutes, after
that once again try to turn the key and see if that helps.
if that is not helping then ignition lock cylinder has to be removed out and
