Question about 1994 Ford Mustang
On a 94 the problem is a set of gears inside the instrument cluster. there are several places on the net to buy a new set for a very reasonable price. it has instructions with the set when u get it on how to replace.

Theres a little gear that drives those two odometers behind the cluster, its like 10 dollars, and the hardest part is getting the cluster off.

Sorry bro its your Cluster 800 from the dealer and 350 if you buy it used from a speedometer shop. the whole cluster is a computer.
