What your problem is that you have a issue with the vacume system, what i did was removed the bottom panel on the passenger side looked up and you will see a bunch of wires, look for a black box (should be right above your head by time you squeeze in there and it has a yellow/amberish type of color you will see that you can remove this its a rubber piece cut the pink tube on the side about 2 inches away from the plug assembly, and slide it into the blue tube this will bypass all controlls and shoot the air out of the front vents, you WILL NOT beable to set it to defrost max/normal or htr (mainly which vent flaps are where) this has worked formonths and the a/c acts as if its on normal mode to use the heat just slide the switch :) until you can test all the other equip this will keep you cool or warm

Why is air coming from all three areas (vents/floor/defrost) regardless of setting?

There is actually two blend door actuator that control the opening and closing of your vents. Ine is located under the drivers side dash board. The is on the passengers side. Both are electric and I didnt have the money to replace them so i removed them and turned it with a pliers to allow heat to come out of bothe sides of the vent. Then come summer flip the little bar back the other way to A/C
Hope this helps

Air not coming out of vents

check under the hood and locate your vacuum lines going in and out of the fire wall, a number of times, vacuum lines can crack and sometimes cracked lines can seal, or leak.

Cold air comes out the defrost vent all the time. 1994 buick le sabre. no air comes out the front registers.

The most common cause is the blend door actuator. It's the door that diverts air between the floor, vents, and defroster. Sometimes the part will get stuck in 1 position. Some cars have cable driven blend doors, others are electronic.

1998 Buick LeSabre Custom I will turn on the A/C and air will only blow out the defrost vents sometimes it will change over to the proper vents. At times I use to switch it over to heater and back to A/C...

Hi! It may not be a vaccum problem. I think that the hoses that goes thru the main vent is the problem. They may have fall thats why theres no air coming out of the main vents only on the defrosters. Check the hoses and connect them to the main vents and it will resolve this. HOpe this helps and have a good one!
