Probably the VSS (vehicle speed sensor), located on top of the transmission. If I remember correctly, you may need to remove the air intake tube. Not hard to replace, need a 10mm wrench.

How do i remove the odometer/spedometer cable from the transmission on a 1993 honda accord

There is no mechanical cable linking the transmission housing to the meter panel. There is a electrical connector located on top of the trnasmission housing connecting to the speed sensor, close to the drive shaft.

Leaky filler tube 1992 Accord LX need replacement

The filler neck is much more than the rubber boot you speak of. Here's a link to one place it can be purchased on line. You can do a Google search for other sources.

Replaced speed sensor, spedometer still not working.

Your instrument is bad, The spiral coil for the needle is alraedy out ot calibration therefore it has been jumping around. Even they reset, it already been stretching. It needs a new one.
Don't waste mony for the reset.
It is probebly expensive from dealer plus labor. Just to check out the price,
You can get a used one from ebay for $85. However, you need to know how to replace it. Let me know it you need any help.
Meanwhile you can gauge your RPM to keep your speed under control on the long trip. For example: 2000 rpm is about 55 mph. Try to keep it below 3000 rpm so you don't get over speed limit.
