There are several things that might be causing this. One is a brake switch that is bad. In most cars the brake pedal has to be pressed to shift it out of park. There is an interlock on the transmission and if the brake switch is bad or loose then it wont unlock. The same could be from a blown fuse. Also the interlock on the steering wheel if the wheel is turned to one side and there is torque against the shift lever. Last thing is parking on a hill can put pressure on the parking pawl and it wont release.
how long since you serviced the rear parking brake assembly
they do require periodic maintenance and lubrication
it could be 1 of 2 problems or both
1/ the parking brake cable for that wheel has seized from non use ( water will seep into the cable sleeving over time and cause rust to form, rust welding the cable to the inner metal sleeve )
2/ the parking brake assembly itself has seized in the wheel holding position .
the only true way to free up the assembly is to crawl under your vehicle , use a small length of a 2 x 4 and with a 5 pound sledge hammer , whack hard on the backing plate until the parking brake assembly releases
Verify that the foot pedal has returned to its off position. Lube with WD-40 all connection areas of the parking brake cable especially where it enters cable shielding. Remove rear tires, beat all around outside of brake drums to release brake springs. Remove drums, clean all spring assemblies with brake cleaner and free parking brake cable assembly with spray lube then coat with fresh grease. Replace hubs, check for proper operation, if so re install wheels.
I assume your referring to rusted parking brake cables under the vehicle
Have to get under there & make sure they can be pulled tight by hand at each rear drum brake & when you let go they pull back into the drum & rear wheels turn freely
Then you work on the cables & any rust you have to remove, so they can be adjusted
have had a car stuck in park before, and some of same symptoms. on some vehicles there is an access hole with a cap that you have to pop off by the shifter column. You can over ride the lock on the column through this. Maybe it will help.
More than likely this is a stuck wheel cylinder.It is best to replace wheel cylinders in pairs however. Your best bet would be to remove all your wheels and tires and inspect the brake system.I hope I could help...
