Engine does not start when first tried. Radiator fan will run a couple of minutes then shuts off, engine can then be started. Happens all the time after engine is shut off whether engine is hot or cold.

1997 ford thunderbird colling fan runs when engine is cold

If the radiator fan runs with the engine is cold and the ac - defrost is off, you would need to check the fan relay and see if it is getting a ground signal from the computer.
The computer grounds the relay when the fan is needed.
The fan will run anytime the ac compressor is engaged.
