Question about 1999 Dodge Neon
Service engine light is on and if u let the car sit for 3 days or more the engine has a rough start. also when the car is sitting in idle it starts to overheat, it think its bc the cooling fans dont kick on
I had the same problem. I replaced the temp sensor and used a 2 pair of wires to test the fans. The fans were worked. The problem was the wire connection to the control module.

If the cooling fans dont come on, it might need the fan relay replaced.
the relay is located on the frame rail right below the battery tray. the easiest way to accesss it is from underneath the car.
