Your MAF (Mass Air Flow) sensor has gone south on you. These are a common part that needs replaced on these.

Have you tried resetting the Inertia switch? This switch will cut off power to the fuel pump. It is usually behind one of the kick-panels. It is a safety switch and has a reset button on it. It can trip by mistake when you shut a door or make any impact motion. It is suppose to prevent gas fires in an accident.

burning rich. Add SEAFOAM to your tank(at part stores everywhere) to a tank of Premium gas, and add every 3000 miles to fuel. this will help the carbon and running rich problem.

Where is the fuel filter located on a 1984 cheokee jeep

Carbureted? just follow the fuel line back from the carb to the pump. It's in that line. If injected, it's on the chassis on the inside, near the l/r wheel.Filter may help, but you may have dirt in the power valve and needle/seat in the carb. When was it last tuned up?
