It can be repaired for cheap. You need a tube of Seal-All and some toilet paper. Don't laugh, this really works. The Seal-All can be picked up at the auto parts store or a hardware store.
Clean the seam off with a steel brush to get the rust and loose dirt off. You don't need shiny bare steel. Wipe it down with some window cleaner. When dry, put a coat of Seal-All over the whole area and let it almost dry. Put on another coat of Seal-All and then dab a layer of toilet paper into the wet Seal-All. Let it dry and repeat this again. After 2 coats put a plain layer of Seal-All over the whole patch and you are good.
If you aren't sure then you could also use a product called JBWeld. It's a 2 part glue that should also do the trick, but it does need bare steel to do it's best job.
Hope this helps.

My 95 mazda millenia s turns over no start repaced fuel regulator, new plugs, geting good spark, checked vacume lines, checked grounds seams to only flood its self out

Try cracking the throttle while cranking. Idle air valve may have failed shut. Otherwise, might be the timing chain slipped a tooth. Try compression test.

How do I check the fuel pressure on a 2000 model mazda millenia with a 2.3 engine in it

Hi.

You connect a fuel pressure gauge like this to the pressure rail. Pressure in this car must be between 35 and 45 psi. If pressure is too low look for kinked fuel lines and eventually replace the pump. If the pressure drops down more than 10 psi in five minutes or if the pressure is considerably higher than that replace the fuel pressure regulator. Below the parts that may need testing:

1. Fuel tank
2. Shut-off valve
3. Non-return valve
4. Fuel pump
5. Fuel pump (Transfer)
6. Fuel filter (High-pressure)
7. Injector
8. Pressure regulator
9. PRC solenoid valve
10. Fuel pump relay
11. Fuel pump resistor and relay (KJ model)

I originally paid a repair man to get my fuel sensor fixed, because the fuel gauge was not working properly. a week later, my elantra (2000) is leaking gas. the mechanics stated there is a crack in my fuel...

First, fuel tanks don't crack. They are soft and bend.
If the tank is leaking, it's possible that there was a weak seam that opened as the tank was being removed or lifted back into place. Whose fault? no clue as I'd have had to watch the job to know that.
If the area that is leaking shows signs of rust through, it should have been noticed but not always.
Good part though is that it is a common vehicle and there are lots of available tanks to be found in local scrapyards and shouldn't cost much to replace it.

What does diagnostic code PO455

A code p0455 most likely means one or more of the following has happened:
  • A loose or improperly affixed gas cap
  • A non-conforming gas cap (i.e. not factory/original brand)
  • Other leak or damaged piece in EVAP system

With a p0455, the most common repair is to:
  • Remove and reinstall the gas cap, clear the codes, and drive for a day and see if the codes come back.
  • Otherwise, replace the gas cap, and/or
  • Inspect the EVAP system for cuts/holes in tubes/hoses (you may hear a vacuum noise or smell fuel), repair if necessary.

Fuel filter on a 1996 Mazda Millenia

The fuel filter is accessable from inside the trunk. remove the trunk carpet mat. You will notice a circular panel on the left side which is held to the trunk floor with two screws. remove the screws and panel and you will immediately see the fuel filter. When replacing the fuel filter, note the direction of fuel flow and Do Not Install The New Fuel Filter Backwards!
