I think you have problem in fuel tank ventilation the (EVAP) system do to ventilate the fuel tank and pull up fuel vapor to the engine
may be there is blocked pipe or electrical fault in valve (EVAP system) in engine room

No idea without a play with my automotive multimeter ,sounds like a fuel problem but what ?? now this is the problem as it could be lack of air in the fuel tank causing a vacumn so if stops again try taking the fuel cap off and see if it goes with a big hiss and then runs ok beforte you spend money on it

Gas Tank starts to overflow on empty? I tried all different nozzle positions. But the gasoline still backs up?

The rubber hose that runs from the gas cap down to the tank has a smaller hose inside it. The gas goes down inside the smaller hose and the air comes up around the small hose and vents at the gas cap. It sounds like one or both hoses have become crimped somewhere. I wonder if maybe you have hit something like a parking lot curb or had a really hard thump near the gas cap. Crawl under your car and look for the gas tank filler hose. I think you will find the hose bent or collapsed between the cap and the tank. Replacing the filler hose is not difficult but can be frustrating. You may have to lower the tank to get enough clearance to remove the old hose and install the new one. The other suggestion is to see if your gas gauge is working properly. Is it possible that the tank is full and the gauge shows empty? Let me know what you find out.

Evap cannister is located next gas tank . Sounds like vaccum leak problem with engine running open hood and listen for hissing noise in vaccum lines also crawl uder vehicle near gas tank and listen most of the time leak can be located like this.

How can I add freon to 1999 chev lumina

Get an a/c charging kit, it comes with a can of freon usually with a blue hose, and a small guage on it. The type is R134a.
Under the hood look for the a/c pipes, one has a red cap which is the high pressure, and the other has a blue cap,( that can be anywhere), that's the you need. Unscrew the cap, screw the blue hose on to the pipe, DO NOT TURN CAN UPSIDE DOWN. Start engine, turn on a/c full blast, open valve on can. Shake once in a while. When can is empty disconnect. If no other problems with system, there should be cool air coming out.

Need code for radio

The radio code should be on a sticker under the ash tray. Slip out the ash tray & look on the bottom of it. You MUST enter the correct code within 10 seconds of turning on the radio or it will lock you out.

No start, can hear fuel pump running, pressure about 48#

probably mine will work...I have the same car....I had the same problem...try the hood, there is a valve, first take the cover off where you raise the engine up manually,I think you might need a island key to take it off, under it ,ther is a cap, unscrew it,and there is a valve like your tire valve, depress it..until the air or gad stop hissing out,if air come out, your problem is solve, try starting it,it should start,or try putting some dry gas in the tank, try several time....good luck
