Your owners manual may give you relay location? Your talking about radiator fan? It's usually not the relay,but, you might get lucky. Any applicable trouble codes?
The engine temp sensor sends a signal to the computer and the computer grounds the fan relay when it is needed. I'm showing 6 relays on the firewall under the windshield. The two on the right side are high and low radiator fan relays.
There is no starter relay, if you have a standard transmission, there is a starter safety switch on the clutch pedal, if it's an automatic, there is a starter solenoid which is attached to the top of the starter.

I don't have relays for the engine fans in the fuse box under the hood. I have a 40 amp(orange) fuse and it's marked RAD

Check that fuse.
The fan relay is located in the underhood electrical center next to the battery. Remove electrical center cover and there will be a label showing which position is the fan relay.
Most vehicles use a coolant temperature sensor which is located near the thermostat directly connected into the coolant line, or near the thermostat housing, there are relays for the cooling fan which is usually located in the power distribution box under the hood.
First check to see if the cooling fans on the radiator are working, You should be able to hear them from outside the car. Try turning on the a/c that should automatically make them come on. If they do not then you have a power loss to them. Check the relay under the hood by taking a small jumper wire and touching the terminals inside the plug going to the relay. If the fans run then the relay is bad. If they dont then it is possable that the cooling sensor is bad. Good luck. dont forget to rate.
