The seat has a spring loaded latch. The latch is not completely releasing. They are a major pain to fix. I would suggest a junk yard. You should be able to get the whole seat almost as cheap as the adjusting mechanism.

Drivers side seat is stuck in uppermost foward position under the wheel not driveable 1996 jeep grand cherokee

well you are going to have to get underneath it and either release the locked up adjustment slider parts or unbolt the whole thing from the car. In any event I would pull it out, disassemble and clean the adjuster parts coat them with chain lube and reassemble. if it is a power seat then your best bet is to remove it and toss it; then go find a compatible manual jeep seat in a junk yard and bolt it down into the same mounting holes.

Sub frame needs to be replaced in the front how much is this frame to replace?

your best bet would be to call your local jumk yards
prices vary so much in junk yards be hard to tell you a price

if you wanted to go new it be a dealer only item and have to be special order and real expensive

No rear seat belts in 1993 Samurai- can I fit them?

On my Samurai the rear seat belt retractors bolt to the floor behind the seat almost against the tailgate . The other end is attached to the rear seat in the middle ( 2 passengers in back only ) . As if there was enough room for more ! You could probably find some seatbelts in a junk yard on a wrecked Samurai. Or maybe online .

Removal and instalation of seats rear and front

First slide the seat to the back. You will find a bolt in the track on both sides. Remove them. Then move the seat forword and you will find 2 more bolts in the rear of the track. Be careful of the wires as you remove the seats! Frankster016
