Battery gauge on dash is above the middle line a little ways and when the heater is on high and truck is setting still idoling the dome light will surge a little? If there a problem with a low battery or something else.

This sounds more like a faulty alternator. Sometimes an alternator can still produce adequate voltage and amperage to keep everything running, but they are governed by a voltage regulator. If the regulator goes bad, the alternator may have little of no output, or it will not limit itself properly causing gauge problems, and various light on the dash to not work or sporadically come on.
I'd take the vehicle to have the alternator tested at least.
Don't settle for one of the part store tests, they won't give you all the information you will need. A properly working alternator should charge anywhere between 13-14.6 volts and depending on the vehicle 90-150 amps.

Why was the battery missing to begin with? I would start by checking all fuses under dash and Central hub. Check for burned in-line fuses,if any, coming off of battery cables.
Check the dome light for a switch that has 3 positions on it. It could be set to always on. Also check the dash light dimmer switcher. That switch that makes your dashboard lights brighter and darker. If it is turned all the way up it has a position that turns the dome light on constant. It could be the other end of the switch so check that and make sure it is in the middle.
Your battery terminals are not tight enough. If the leads on top of your battery are just a little loose, then you loose your dash lights and gauges. They come right back when you tighten your battery terminals.
The 15 amp dome fuse is in the fuse box under the hood and the 15 amp CIG fuse is in the lower finish panel up under the dash on the drivers side. These are needed for the radio. The above fuses plus the 15 amp Gauge fuse in the box with the dome fuse under the hood are needed for the clock.

Its sure sounds like the alternator to me. If you have a battery charger charge the batteryup for an hour or so start the van and if you have a volt meeter put it on th e battery and see what it reads should be around 13.6 volts make sure everything is off at this time heater radio ect if that reads around 13. volts now turn on the light s radio heater and 4 way flashers and see if the voltage starts to drop if it drops below 13. volts the alternator is bad also if the battery is over 4 years old replace it.If all elese fails take it to a well know repair shop
Check the dash light dimmer switch. Perhaps it's set to have the interior lights on, when you turn the dash lights all the way bright, turning it a little more turns the interior lights on. Let us know how you make out.
