Since you had to pull the heads off you might have done something you didnt mean to, like knock a vacuum line off, broke a wire or just missed something when putting it back together. I always do a final check for everything when I do any type of work like this. If you know that everything is put back together right, then check for spark and fuel pressure.

Well try removing the distributor and spin it around half way 180 degrees then try. it seems you are off there are two ways to install the distributor because two turns for the crank equal one for the distributor.if still wont start call on me again i will help you .

Get a timing light, connect it to battery and #1 cylinder. While cranking over engine (need a 2nd person for this) you point light at the timing marks on the crankshaft pulley. Everytime #1 fires, the light will flash and you should see the tick mark aligned with the stationary mark. If this is not the case, then you may just be 180 degrees out of timing. This means that the #1 cylinder was at the wrong stroke at top dead center when you set the timing. put everything back to the position that you set it by manually rotating engine. This will realign your (possibly wrong) marks. remove the timing belt/chain. roll engine crankshaft manually until #1 comes back up to TDC then put timing chain back on. Try to start it up then. This happens to a lot of people. You may have put the #1 cylinder at the TDC of the exhaust stroke, not the compression stroke.

on these engines you line the rotor on mark on the distributor.a little 8 on the surface of the top of shaft housing .install distributor with #1 cylinder at top dead center .

any time an engine that was taken apart and put back together backfires, the first thing to do is double or triple-check the timing.

2002 mazda millenia 2.5 v6 just replaced timing belt that was broken...double and triple checked t belt alignment is correct put it all back together....now no start...compression is 50% suposed to...

Can stop cranking. With compression figures that low, it will never start. Are you sure the figures are accurate? Throttle wide open when cranking up pressure? Compression has to be at least 100 psi for the spark to ignite the mixture.
If the belt broke while engine was running, and if it is an interference engine, you may have sustained some bent valves, internal damage to one or more cylinders, but not, I don't think, to all cylinders. I don't understand how you are getting such low compression on all cylinders Those figures sound like both head gaskets are failed, or the timing is way off.
Review your timing procedure and recheck compression. Something is definitely wrong. Hope you can figure it out. Good luck.

Water in all 4 cylinders

oooo, not good, Head needs to be checked for cracks. After a failure, REMEMBER the gasket is not the culprit, or cause, but a victim. Head usually needs to be fly cut, if not cracked. Take head to machine shop for checking.

double check your firing order and make sure all wires and hoses are plugged in good. when you pulled the push rods out did you make sure they went back exactly where they came out because there are 2 different lengths.

Can you put a socket and ratchet or breaker bar on the damper bolt,, Can you turn the engine over at all?? that is the big bolt on the pulley where the crank is. If you cannot budge the engine, then it is seized up more than likely and the bearings have melted to the crank.

A COMMON PROBLEM I'VE SEEN MANY TIMES IS THE CRANK SENSOR DISRUPTING COMMUNICATION WITH PCM. UNPLUG THE CRANK SENSOR AND CHECK FOR RESPONSE OF PCM. IF COMMUNICATION IS NOW POSSIBLE YOU HAVE A BAD CRANK SENSOR. IT'S A PROBLEM I'VE SEEN NUMEROUS TIMES. DOUBLE CHECK YOUR TIMING.
