Question about 2003 Cadillac CTS
There is a circuit which keeps power to the wiper motor after you have turned off the wiper switch for the purpose of returning them to their parked or fully off rested position. What you have there is a fault in that circuitry. Most likely you need a new wiper motor. I would however call a dealer and see if there is any type of recall or service bulletin on that issue before you go spending money.
