had same problem when my rear wiper motor went out. I had to locate all the rear wiper motor fuses and take them out to stop it. Am now waiting to replace my wiper motor.

turning over is synonymous with *cranking*..so i am confused...if it cranks the battery is fine.. the issue is somewhere else..an isolator charges the primary battery to full then charges the aux battery...only the primary is used to start the vehicle in most cases

SOURCE: 1998 ford explorer speed senors
The VSS was deleted for 1998. The vehicle speed signal is generated by the rear anti-lock brake sensor and sent to the 4-wheel anti-lock brake system (4WABS) module. The 4WABS module sends the vehicle speed signal via circuit 679 (GY/BK) to all systems which require a vehicle speed signal input.
Did you recently change tires to maybe a different tire size. If so this may be your problem. If so to correct this you would have to have this calibrated into the PCM with a scan tool.
There is also a technical service bulletin out for harsh downshifts the number is 99-8-7. This requires a reprogram of the PCM.

problem is nobody can fix this issue for you your vehicle needs to have the key/computer programmed so the vehicle will start.
the security system thinks that you are using the wrong key to start the vehicle.
there is how ever a quick solution if you have other keys on your key ring, remove them as they may be interfering with the signal.
if it still does not start you however will need to find a dealership to fix your issue as ford is the only one that can program keys/computer.
