Question about 1999 Buick Regal
I looked this up and the manual leads me to think the problem is the electroinc flasher relay is the problem here, before you do replace it try cycling the turn signal switch quickly from left to right to clean the contact points of the switch, it may start working.
If you do need to replace the flasher it is located under the dash on the left (driver side) attached the same braket as the BCM (Body Control module), you will need to remove the filler panel around the steering column, that is the panel in front of your knees, also remove the panel on the bottom of the dash that is called the sound insulator or hush panel, the flasher looks like a relay it is plugged in on its side. I will show a picture of the flasher below, it is slightly larger than a standard Bosch type relay.
