Problem for Ford 2003 Crown Victoria

One high beam won't work.

I have a 2003 cvpi (P71) and the driver side high beam doesn't work. It was burnt out and I replaced both bulbs to a better brand. The wire 16LG/BK should have power but it doesn't. According to the manual there is only one fuse for high beams. I'm not sure if there is a relay switch since it was once a police car. I was told by Ford that that particular wire is spliced, but they have no idea where to start looking. Can anyone help me.

P.S. I did test the same wire on both sides and it is dead only on the drivers side.

- I found the solution that will make it fairly simple for people with police version if they run across the same problem.
Quite a few wires are just there and don't really go anywhere or are just twisted together to complete the circuit after the police have sent the car to auction.
Under the hood you need to remove the cover that gives you access to the head lights, if it was a police car you will see down in front, a plastic channel that has a wire harness in it. On the passenger side there is also a 2-wire socket. On one end it should have 2 wires that are light green with a black stripe, I believe its 16g. On the other side there will be 2 different colour wires. Unplug the socket and the side with the 2 different colour wires cut off leaving about 6 inches on each just to leave you enough room to splice and tape. Simply put the two ends together and tape up. Plug it back in and both high beams should now work.
This is only for crown vics that were once cop cars whether or not they are the interceptor like mine.
I hope this helps someone else out. It took me about 4 hours to find the problem and openning up your wiring harness's isn't fun and very time consuming. This problem is also only for when only one high beam works and both bulbs are good. The high beams share the same fuse and the wire is spliced in the harness from the factor to supply both. Having a volt meter and testing both harness's for voltage and resistance also is a big help. Cheers. Daniel

- The problem was in the splice that is in the harness in a channel right in the front of the radiator and condenser unit. I fixed the splice and have no problem since.

There should be black split tubeing from the head light. Untape and check the connections that have been spliced. Usually the police flasher was hooked up at that point. You may have to follow the wires back to find the break.

Thanks Daniel. My 05 CVPI has the same two pin white connector. I used a tester to make sure it was the high beam hookup and it was. Following your directions I now have both high beams working. Cheers!
