Question about 1996 Mercury Grand Marquis
There are 3 major parts to the wipers. The control stalk on the Turn signal, the Wiper motor, and the arm assembly called a transmission.
If the wipers acted up by turning on when you used the turn signal, by itself and the Wipers would turn on when you hit a bump, it is likely the Stalk. The Stalk is part of a multiposition switch which has everything in it. It is usually replaced as a unit after you remove the plastic cover from the steering column and the Ignition tumbler. The delay often fails in the wiper as this part goes bad.
The motor usually has problems in turning off when they go bad for a majority of the people. The motor may not start in a minority of the cases.
The wiper transmission will make noise when parts wear. If one side completely stops moving or if the wiper motor runs and the blades do not move, this is the part responsible.
The wipers do have a fuse. If it blew a fuse its time to replace parts. The Stalk is called a MFS, a multifunction switch. It usually is held on by female Torx bolts and requires you to remove the plastic cover on the steering wheel, sometimes the Key tumbler, and several wire connectors.
The motor has only a few screws holding it to the Firewall under the hood. However, it is sometimes difficult to remove with the engine in the way. You will also have to deal with the clip which holds the wiper Transmission on.
If you are handy it is a moderately involved job to do the stalk. You might want to price this job out at a Glass shop or Body shop.
