If your check engine light is not on try using a product called cataclean ,you pour it into your gas tank and it cleans up your catalytic converters thus helping with emissions .

this is not allowed as the vehicle was fitted with a cataylitic converter so you have contravened the certificate of homoglonation ,now if this vehicle is only being used on a track ok but if being used for road use then it will not pass the yearly inspection and if stopped by the traffic police without a certificate and emmisions control then it will be removed and taken straight to the crusher ,especially our guardia civil de traffico here in spain

What is the cause of water dripping out exhaust pipe and engine smoking excessively?

Cold weather right? Dripping is the water condensing from the exhaust gases. The "smoke" is more than likely water vapor, just like your breath in cold weather. If you have smoke (black) in warmer weather, you have an excess fuel problem and won't pass emmision tests. If blue smoke you have oil leaks into the coubustion chamber. Also will not pass emmisions test.

I have an 06 cobalt ls and my battary died and i got it jumped to get to the garage and get it emmisions and inspected.. but when they ran the emmisions test it passed everything but the OBD2 failed do to...

Unfortunatly you will have to complete what is called a drive cycle - it is the only way for the computer to recognize all aspects of the state of the vehicle. It sucks but you have to do it - take it from a mechanic that had to take hours getting a test to pass

I have a 98 Ford Explorer that wont pass smog and the code that comes up says overdrive band. Any help

take it to garage that tests the emmisions with a probe up the exhaust pipe ,they should not be allowed to test by OBDII and read codes ,this code is nothing to do with the engine .On a europeon market vehicle any car from 2005 cannot be read anyway owning to encrypted software only the dealer who connects vehicle to internet to factory can read the software .

Wont complete scan to pass emission test

When you rest your codes there is a series of tests your ECU has to go through before you can pass emissions. this is done some people can reset the code and go before its sets the code again. on the 96 you can have 2 tests not complete for it to pass. basicly you have to drive the car a couple days for the tests to pass.

check the readiness tests wait until only 2 have not passed. then you should be drive and check.

Carbon emmisions to high to pass inspection

Want to "cheat" on the emissions thing? Add about 3oz of acetone to the fuel,,, Generally, this will clean it up temporarily. Check your ignition system and LOOK at the spark plugs for fouling etc. Acetone will also help clean the injectors. Is compression and oil consumption normal? Are filters clean? Is spark "hot" ?
I can't be too specific with this answer simply because there are numerous causes for your problem. Since sensors feed off one another, sometimes one thing looks like something else. Therefore, checking all the basicsis important before getting into the more complex stuff.

High CO on state emmision testing

High CO is caused by too much fuel. The carburetor needs adjusted or rebuilt.

Is removing the catalytic converters going to overheat the O2 sensors in the exhaust system?

without the cat you wont pass emmisions but you can just disconnect the o2 sensors wont hurt nothing but make your vehicle run rougher
