Try this, pull fuse #15 out from the underhood Power Distribution fuse box, let me know if the lights turn off, that is the Daytime running lights. Let me know what happens.

box is located in the

98 Ford Windstar suddenly won't start and no electric inside -- battery is fully charged.

start by following your negative wire off of the battery it should go to metal on the engine or to the frame (a fender bolt is ok) try putting your negative jumper cable from battery to any metal on engine. turn on headlights wiggle cable to make sure you have good connection, see if head lamps come on. If lights come on replace ground cable from battery. if not remove jumper cable and start looking at positive cable.check it for a good connection to battery and also to cable . if connections are good there follow the positive cable down to the starter solonide.you should check your battery voltage at this connection. If its good and the connection is good but you still have no power replace starter solonid.. I suspect the positive cable going to the starter will be bad or the connection will be bad.

My head lights are on whenever the car 1999 FORD TAURAS IS RUNNING

This is a safety feature from the factory. It is called daylight running lights. Do not think there is an option / switch to choose whether or not to use this feature. It will not hurt your car, they run off the alternator while the motor is running and will not drain your battery.

Please vote if this helped! Thanks, Mike

New batteries keep losing their charge, also when running sounds like it loses all power then in a split second it stays running

sounds like an over draw on system
computers need min 10.5 volts to stay alive (working) other wise they shut down
i would start by charging batteries fully and disconect from vehicle for 24 hr
then re check before hooking up if they staied charged batteries are good
then hook up bateries negatives then hook up a voltage meter to performed a parasedict
test other word in series to positive cable on wire and other to battery positive if draw is high
on meter start removing fuses on at a time until voltage on meter drops
you have know located source of draw that is killing batteries know diag that problem
ex . under hood light staies on........glove box stays on.......aftermarket stuff inproperly conected
good luck
