The fuel pump relay is located Under hood, driver side, upper firewall, mounted in
The fuse is located under the instrument panel to the left of the steering column. The fuse block should be visible from underneath the steering column, near the pedal bracket. If the panel is not visible, check for a removable compartment door or trim panel which may be used on later models to hide the block.

I am wondering do you hear the fuel pump when you just turn the key into the on run position not crank just in run and listen and see if you hear the fuel pump run for a second, If you don't hear it you will want to check for power at the fuel tank, and have some one cycle the key while your under the truck with a test light. Hopefully you have power and you hear the fuel pump run. Now if you do hear the fuel pump running then the next thing you will want to check is for spark, It could be the ignition module or pickup coil. check out those thing and I am sure you will be able to figure out whats going on. I have found the relay at my local auto parts recycling center, after many hours of troubleshooting, I also found the PCM to be faulty. A replacement computer is on order. This model has been modified by prior owner removing the inertia safety switch. A replacement is also being sought. A similar problem occurs when the ECT (engine coolant temperature) sensor is destroyed.
Whatever you do, DO NOT REMOVE THE INERTIA SAFETY SWITCH. This does protect the fuel pump and related circuit. Also linked to the fuel pump circuit is the main relay, and the injectors.
If you find the thermo fan starting within seconds od rotating the engine, the problem is the main relay earth, PCM (needs replacement) and/or the fufel pump relay. This is known as LIMPO HOME MODE.

Did you check the fuel inertia switch in the passenger side kick panel ?
The fuel pump is powered :
the fuse to the fuel pump relay.
The fuel pump relay to the fuel inertia switch
The fuel inertia switch to the fuel pump itself.
At the fuel inertia switch in the kick panel, power from the relay is the Dark Green w/ Yellow stripe wire and the pink w/ black stripe wire is the power. from the fuel inertia switch to the fuel pump.
If you jumper the fuel pump relay, you should hear it run. If not pull the fuel pump relay, and check the pins in the relay socket, pin 30 should be the power from the fuse.
If you have power at pin #30, jumper the relay socket as shown with the red line above, and check the dark green w/ yellow stripe wire at the fuel inertia switch for power.
Press the button on the top of the fuel inertia switch, and check for power leaving the fuel inertia switch on the pink w/ black stripe wire.
This is tests good, check for power at the fuel pump, same pink w/ black stripe wire.
