I relaced the dimmer switch and that didn't work. Could it be a relay?

06 Wrangler Tj. The High Beams stay on, and when I pull the switch, the high beams stay on. Low beams never come on. Could there be something wrong with the lights or the multifunctional switch

Its sounds more consistent w a switch problem but make sure u are getting voltage at the headlight connectors when they are not on before convicting the switch or lights. Both lights rarely go out at the same time unless an electrical short is the cause,

High beam indicator stay on even on low beam

faulty relay under dash somewhere for high beams or faulty switch on steering column. relay should click on and off suspect relay stuck in high beam on most likely location of relay is under bonnet or side panel on vehicle.

No power to hi beams. blue light on dash comes on, but no high beams. they stay on low. no juice to wires when hi is flicked on.

ethier your your sockets are bad or you have a short to ground do a voltage drop test to be sure.
