It is probably the sensor for the foot brake not sending the signal that is ok to engage a gear.

Where is the transmission solenoid located on a 98 lincoln continental

Your Continental is equipped with a TRANSAXLE, and I can think of four different solenoids, not including the internal shift solenoids, associated with the transaxle.
It may be better to describe what your ISSUE is, so that a diagnosis may be suggested for you.

I had the Transmission fluid changed 6,000 miles ago. On occasion it shifts / slips "hard" between gears. I'm now told to have the complete system flushed including a new filter. Please advise if...

Check the vacuum lines going from trans to the intake. Sometimes that will cause it to rev real hi and shift real hard. Even a small leak. They prob jast dropped the pan and changed filter b4. That leaves the oil in the lines there. you have to pump it all out to change it all. My trans in my lincoln just went out. So i would say it wouldnt hurt to change it. Put some lucus trans treatment in it to. Couldnt hurt.

98 lincoln cont. idle speeds up in park...sometimes keeps climbing to around 2500 rpm...sometimes idle is normal though. If in drive and idle is climbing, can drive without using the accelerator!

I had the same problem. I changed the throttle position sensor (TPS). I haven't had any trouble since I replaced mine about three months ago.
