I also have a 1998 Saturn SL doing the same exact thing. In the Owners Handbook it says to have the sensor that controls the electronic transaxle changed.

I had the same problem, my 1999 saturn with automatic tranny, would not go into the 3rd and 4th range, and felt drag on vehicle on takeoffs, took it to saturn, they pulled the tires and found the calibers hanging up, changed the brake booster and problem went away, car running perfect. what i thought was a tranny problem was infact a bad brake booster

By vehicle speed sensor do you mean the throttle positioning sensor? If not that sounds like your problem.... and if you have changed that then I would reccomend a tranny flush.

Transmission

can you feel the car shift moving the trans into gear. Have you checked the transfluid level? too low no go to high worse. top of the grid guide on the dip stick. try trans medic from autozone or other car parts store. worked on my z28 that wouldn`t shift out of first. drove it like that then boom shifter fine.

F250 1998 light duty won't shift out of park

For car not changing gears and not shifting out of park mode ,it can be shifter assembly issue, or it can also be transmission issue. Get the shifter assembly inspected with ignition OFF.

For more troubleshooting, I suggest you to get the Following help link checked, its complete step by step procedure to inspect gear shift issues: -----

Trans light comes on and then it won't shift into low

Sounds like either the range sensor is not properly adjusted or the kick down cable is not adjusted right. If the cable is not adjusted right early failure of the trans will happen. So if you can have them scan the van and see if the range selector which tells what gear its in is right and make sure the drown shift cable is adjusted right because thats what controls your shift pattern and controls and pressure to the trans.I hope that this helps you.Have a great day..

1999 Saturn SL2 shifting problems

I also have a 1999 sl2 saturn . I was having about the same problem but mine also did not want to go into reverse somtimes as well . Ichanged my fluid and filter and put in a good trans conditioner and just about all my trouble went away. The trans filter is just like a oil filter it just screws on the outside of the transmission . It is located down under the air filter housing, and the fluid plug is right on the bottom of the trans.
