1999 Suburban passlock security

Not sure I am following you.
The security system is supposed to keep the engine from cranking if the correct key is not used.
The check gauge and charging light would be on until the engine starts.
You have checked fuel pressure with a gauge and you know the line is not pressurized when you crank the engine ?

What is the correct tire pressure for a 1994 GMC Suburban 2wd?

That depends on the wheel and tire size -- there were several options. Check the driver's door and door post. You should fine a factory sticker that lists the original tire size and recommended pressure(s).
