Install the wave washer.
If the SIR coil is off-center, proceed as follows:
On early Deville, Fleetwood, Eldorado, and Seville, set the steering shaft so that the block teeth on the upper steering shaft are at the 12 o'clock and 6 o'clock positions. The alignment mark at the end of the shaft should be at the 12 o'clock position and the vehicle wheels straight ahead. Turn the ignition switch to the LOCK position.
Fig. 6: Removing the multi-function turn signal lever - 1992-93 Eldorado and Seville shown, others similar
On late model Deville, Fleetwood, Eldorado, and Seville, set the steering shaft so that the block tooth on the upper steering shaft is at the 12 o'clock position. The vehicle wheels should be straight ahead. Turn the ignition switch to the LOCK position.
Remove the SIR coil assembly.
Fig. 7: Removing the turn signal switch
Hold the coil assembly with the clear bottom up to see the coil ribbon. There are 2 different types of coils: one rotates clockwise and the other rotates counterclockwise.
While holding the coil assembly, depress the spring lock to rotate the hub in the direction of the arrow until it stops. The coil ribbon should be wound up snug against the center hub.
Rotate the coil hub in the opposite direction approximately 2 1⁄2 turns. Release the spring lock between the locking tabs in front of the arrow.
NOTE: If a new SIR coil assembly is being installed, assemble the pre-centered coil assembly to the steering column. Remove the centering tab and dispose. Fig. 8: Turn signal switch installed - 1992-93 Eldorado and Seville shown, others similar
Install the SIR coil assembly, using the horn tower on the canceling cam assembly and the projection on the housing cover for alignment.
Install the coil assembly retaining ring. The ring must be firmly seated in the groove on the shaft.

WARNING
Gently pull the coil assembly and turn signal harness wires to remove any slack or kinks that may be inside the steering column. Failure to do so may cause damage to the wire harness. Install the steering wheel.
Fig. 10: SIR coil assembly installed - 1990 Deville and Fleetwood, and 1990-91 Eldorado and Seville
Enable the SIR system as follows:
Connect the yellow 2-way connector at the base of the steering column and install the CPA.
On Deville and Fleetwood, install the left lower sound insulator. On Eldorado and Seville, install the left side sound insulator.
Fig. 11: SIR coil assembly installed - 1991-93 Deville and Fleetwood, and 1992-93 Eldorado and Seville
Install the SIR fuse.
Connect the negative battery cable.
Turn the ignition switch to RUN. Verify that the "INFLATABLE RESTRAINT" indicator light flashes 7-9 times and then remains OFF. If the light does not function as specified, there is a fault in the SIR system.
Deville, Eldorado, and Fleetwood - Late Models
Disable the SIR system.
Remove the inflator module and the steering wheel.
Disconnect the negative battery cable.
Remove the coil assembly retaining ring. Remove the SIR coil assembly and allow it to hang freely.
Remove the wave washer.
Install special tool J 23653-C to push down the shaft lock and remove the shaft lock-bearing retainer.
Remove the shaft lock, the special tool, the turn signal canceling cam assembly, and the upper bearing spring.
Fig. 12: Wire harness route through the column shown here
Remove the upper bearing inner race seat, and the inner race.
Move the turn signal to the "RIGHT TURN" position.
Remove the multi-function lever and hazard knob assembly.
Carefully take out the 2 screws and the signal switch arm.
Remove the turn signal switch screws.
Detach the turn signal switch connector from the bulkhead connector.
Remove the wiring protector, and gently pull the wire harness through the steering column to remove the turn signal switch.
To install: Feed the turn signal switch assembly wire harness through the steering column.
Attact the switch connector to the bulkhead connector.
Install the turn signal switch assembly an tighten the screws to 31 inch lbs. (3.5 Nm).
Replace the switch arm and tighten the two screws. Tighten the top screw to 27 inch lbs. (3 Nm). Tighten the bottom screw to 22 inch lbs. (2.5 Nm).
Install the Hazard knob assembly and multi-function lever.
Install the inner race, upper bearing inner race seat, and upper bearing spring. Lubricate the canceling cam assembly and install it.
Temporaily install the special tool J 23653-C and push down the shaft lock until it is possible to install a new shaft lock bearing retainer. Ensure the bearing retainer is firmly seated in the groove on the shaft.
NOTE: Set the steering shaft so that block tooth on the upper steering shaft is at the 12 o'clock position, the wheels on the vehicle should be straight ahead, then set the ignition switch to the "LOCK" position, to ensure no damage will occur to the coil. Install the wave washer.
WARNING
The SIR coil assembly wires must be kept tight with no slack while installing the SIR coil assembly. Failure to do so may cause wires to be kinked near the shaft lock area and cut when the steering wheel is turned. Fig. 13: Routing the coil assembly wires
Ensure that coil assembly hub is centered.
Fig. 14: Centering the coil assembly
Pull the wire tight while positioning the SIR coil to the steering shaft.
Align the opening in the coil with the horn tower and "locating bump" between the two tabs on the housing cover.
Seat the coil assembly into the steering column. Attach the coil assembly retaining ring. Ensure the ring is firmly seated in the groove on the shaft.
WARNING
Gently pull the lower coil assembly, turn signal and pivot and pulse wires t remove any wire kinks that may be inside the steering column assembly. Failure to do so may cause damage to the wire harness. Install the wiring protector.
Install the remaining components in the reverse order of the removal procedure.

Yes you can replace the turn signal switch. But its not a very easy job to do this.
still the exact procedure is as follows:---
You will need to pull the airbag, pull the steering wheel, remove the airbag coil, release the lock ring (with the special tool) and then work down to the turn signal switch, snaking the wiring up the column and snaking the new wiring back down. The steering column will need to come apart to replace the switch. The flasher is located somewhere around the steering column area under the dash and sometimes they get hidden behind a harness or bracket. The required tools you can get it from local auto part store or from auto-zone service center.
