You dont clean it, you replace it. Its quite a job, so I would have a pro do it. Its under the intake manifold. Also check the harness. You dont want to do all that work and have a bad harness.

P0431 Warm up catalytic converter, bank 2 - efficiency below threshold
Possible causes: Catalytic converter, wiring, HO2S 2
increased HC emissions--no effect on engine performance unless caused by rich mixture.
To repair: Usually caused by worn out converter, but first verify fuel pressure regulator is not leaking fuel into it's vacuum port and that fuel pressure at the fuel rail is not above specification.
The car will run fine and there are no safety issues; however, before driving over anything that could ignite (for example, grass), make sure the catalytic converter is not glowing red.
