Your dash cluster is bad. It is cause by a cold soder in the cluster itself. If you know how to soder and can find a cold soder you can take it apart and fix it. Or you will have to get a different cluster. If you get a used one make sure it come with some type or warrany cause it is a very common problem on neons and the chance of getting a bad one is pretty good .

Where is the speedometer sensor

I have seen several neons with this issue. The instruments will stop working on ocassion or all together. I have found that the instrument cluster or wiring connector to the cluster can become slightly loose causing the speedometer to stop working. I would recommend putting slight inward pressure on the cluster when this happens to see if it has any effect. If the speedometer starts working I would advise turning your attention to the plug on the back side of the cluster to remove the slight movement that the plug mount allows.

Same problem as the one on the screen my gauges sometimes work (speedometer, gas tank level, odometer, etc.) and sometimes they don't. i put in new fuse, but still have problem. what can i do?

check the connectors on the Dash and make sure you don't have a loose connector. This type of problem is usually very simple or Very Expensive. The simple one would be a bad connection or short. The expensive one would be having to replace the ECM or Dash Cluster itself.

Try taking all fuses out (engine bay box and larger fusebox to right of drivers right foot), checking for poor/dirty fuse contacts. Check all visible wiring plugs/sockets for looseness & wire damage (could be rubbing of something). Could be something loose going to ECU box.
