Could you weld a peice of pipe instead of having a catylatic converter on a 2000 Mitsubishi galant

Be removing the convertor you would be committing a Federal crime. Don't worry about that because before the Fed get you, you car will never pass a state inspection and the check engine light would be permanently on. Don't be a fool and look for trouble. It's expensive but there is really no way around it.

Battery light comes on and car is dying while driving

From a former police officer and knowing this issue all too well, i suggest two things. first check or replace the fuel pump. second, check and or replace the catylatic convertor. these two things seemed to clear up the same issue we had.

At best, it probably won't run right with the cat off. Pretty sure there is a ten year warranty on the cat. If there is, there was no reason not to replace it.

93 saturn sl2 when given the gas it want pick up speed

Do a back presure check by taking the 02 sensor out and placing a vacuum gage there to see how much back pressure it has. It maybe that the catylatic convertor is clocked...which could mean engine problems.

Your catalytic converter is bad (plugged or collasped). Do not attempt to drive anymore. Ya need to get this replaced!

Idles poorly , and its like its starving for fuel or air

1. Vacuum leaks. Check all mounting bolts at the intake, check all hoses by wiggling them around. Listen with stethoscope or a length of fuel hose held up to your ear with engine running. You will be looking for a hissing sound. 2. Check egr valve. 3. Check air filter. 4. Check timing belt. ( you will need a timing light) If the mark is jumping around, your belt has jumped. If it stays basically in one place, it's good. 5. Check camshaft lobes. 6. Valves burnt or leaking. 7 Dirty or clogged injectors. 8 . Faulty idle control system.
