You must remove the console yes, and you need to replace the shift lock solenoid.

The shift interlock can be malfunction.
Have someone check the brake light as you press on the brake.
If the brake light DOES NOT come on then you can start
checking for fuse
test the brake switch.connector
and brake switch.
When the safety circuit does not see the brake being apply then it shifter will remain lock.

sounds like you have a bad neutral safety switch. it's usually attached to your brake pedal. i'm not sure on a newer maxima but check underneath. here's what it looks like http://www.autozone.com/autozone/catalog/parts/partsProduct.jsp?itemIdentifier=124168_0_0_&skuDescription=Duralast+/+Neutral+Safety+Switch&brandName=Duralast&displayName=Neutral+Safety+Switch&categoryNValue=15799999&sortType=&store=966&isSearchByPartNumber=false&fromWhere=&fromString=search&counter=0&itemId=218-0&navValue=15700218&filterByKeyWord=neutral+safety+switch&productId=124168&searchText=neutral+safety+switch&categoryDisplayName=Electrical+%26+Lighting&parentId=57-0

A common problem with this system is the interlock cable that gets damaged or dis-adjusted, also, could be a bent or sticky rod on the shift interlock system.
Here are some graphics to help you identify and fix your problem.

SOURCE: My Nissan Rogue will not
Make sure the brake light work, the shifter lock gets power through brake switch, no power to brake lights means no power to the shift lock release, if theres no power then check all your fuses but if lights light up when brake is applied then you may have a bad shift lock, hope this helps and also is it on in incline if so a little force may be needed to get it out of park.
