Why ia my beetle over heating an make the water

You may have a blown head gasket between a cylinder and the water jacket. The overheating can be caused by exhaust gases being pumped into the coolant at that point and the disappearance of coolant can occur on the intake stroke sucking coolant into the cylinder. This will often cause a 'steamy' exhaust; check for this.

Cannot find dipstick to check transmission fluid on 99 vw beetle. do '99 Passats need transmission fluid added to the engine? If so, how do I do this?

There is no "dipstick for the VW Beetle transmission". This is a dealer check/repair item. The unit is typically sealed, but can have a leak if the seal on top of the transmission fails. About a $700 repair. This happened on my 1998 VW New Beetle.
