Use the directions that Profit International has for the device mounts, to remove the oval trim panel around the radio / hvac panel

You want to search for the Vehicle Specific Mount ( VSM )

Remove the 4 screws holding the HVAC panel on, and remove the bulbs from the back of the HVAC control panel.

This is assuming the bulbs are the reason. Does the glove box, Ash Tray & Engine compartment lamps work ?

your problem is fix is easy your problem is the connection where the light bulb plugs into holder. Take bulbs out and clean plug contacts with a fine flat file, then make sure bulbs are pushed back correctly. And you problem should be solved.

If you are talking about the cabin air filter, this filters the outside air for the HVAC.
Hastings Filter (#AF1057) shows one for the 97-03 MY trucks.

Remove the screws that hold the horizontal filter housing cover from behind the glove box (no need to open the glove box);

Pull the cabin filter straight down (sits vertical behind the glove box inside the housing).

Install replacement and reattach the cover.

This sounds like a vacuum line problem from the HVAC control to the panel mode controller. Chances are the correct setting works when you have vacuum ( less than 50% throttle ) and when you press the throttle down, the panel mode changes.

Maybe if all the lights don't work but if only the heating control lights its more then likely the bulb for the controls or the wiring to the bulb. You will need to pull the HVAC panel out to check (check fuses anyway first) but i do not believe there is a fuse for HVAC illumination only..

As a retired electrical engineer this intrigues me. If you were my neighbor I would put an ammeter in series with the batteery lead to see just how much current is being drawn by the "mystery" load.

When you disconnect or hook up the battery can you see any sparks when the cable touches the battery terminal?

If the battery can get run down over night that is a significant drain.

If there is some sign of spark when you connect/disconnect the battery lead try the following.
Selectively remove a fuse in the fuse panel, (starting with the larger fuses, 15A, 20A) and then connect the battery terminal and see if you still have a spark.
