Most probably the rad is getting plugged, or not transfering heat to the fins, get a new one, and replace the thermostat , fill with new coolant

Overheating

Need more input. If it over heats all the time, you could have a bad thermostat,, collapsed hose, stopped up radiator or radiator low on water. If it overheats at slow speeds but cools down when you ge to highway speeds, you may have a problem with th the fans and/or sensors.

check if fans are coming on and if they are they should blow into the motor, if they don't just change the cable position, positive and negative.

When i drive the car at highway speeds it cools down and when i slow down it heat back up again wat should i do

if it only gets a little hotter, then there's nothing to worry about but if the temp goes into the red then you may have to get a radiator flush to remove any thing that shouldnt be there. also check to make sure that your sensor isn't just going out.

95 subaru warms up fine but when you hit the highway temp goes back to cold until you slow down again --radiator is full

Most likely your thermostat is stuck open. When you are at highway speed the air flowing over the radiator is over-cooling the coolant. Normally when it's cold outside the thermostat will close, reducing flow through the radiator. It's an easy fix, and not too expensive.
