Replacing the throttle positioning sensor on the throttle body will be the most helpful thing to do. There is plenty of test proceedures showing on YOU TUBE how to sheck the TPS sensor as well

Here is one website with plenty of links to refer to

Well it sounds like you may have a more serious issue. I would check your fuel pressure at the rail first. Secondly. I have a 96 jeep cherokee and had basically the same problem. It ended up being a bad ground. I replaced quite a few things first and never totally fixed the problem. I totally replaced the positive and negative battery cable and made sure to clean up the negative cable where it bolts to the block. If you still need assistance let me know.
Thank you,

Yes the o2 sensor or even if your egr is dirty could be effecting the idle. If your check engine light is on I would try and retrieve the code that is being thrown. For pre 96 vehicles you can look at error codes by turning the key on off on off and back on, but don't start the vehicle. The engine light will blink, count the number of blinks to get the first and second number of the trouble code. Once you have the code and know what it is telling you is wrong that will be a major step in resolving the problem. If you need further assistance let me know.

Once you have the code, you can either ask us or search the code on the internet. Right the o2 sensor is cheap enough that depending on the mileage it may be due for replacement anyways.

On page 10 and 11 of the pdf at this link it will tell you not only how to troubleshoot the EGR but its exact location. Please take a moment to accept/rate my solution as you should find it helpful. It seems you have passed on my assistance and requested further assistance or I may not been able to respond to a comment fast enough. After doing so if you need further assistance I would be glad to continue assisting you.
    Thank you,
    Lee

My 91 wrangler will idle just fine and drive fine for the most part but it seems to be after about 15 min. of driving it will cut out on me and then it will pick back up sometimes...sometimes i have to...

Replace the coil pickup located in the distributor under the rotor-they are common problems, lots of people who off-road with jeeps carry an extra because they do this.
