Question about 2006 Chevrolet HHR
First you must turn your wheel so you can access the inner fenderwell. Small hands will work best to access the bulbs.
There are 2 "plugs" or "grommets" and 1 screw and washer on the inside fender well.
These need to be removed. A 7mm socket works well for the "screw" (for lack of a better word--its not actually a phillips or regular screw head, but the socket will remove it easily). Use pliers or something else to loosen the grommets, or have new ones on hand and just cut these off.
Now that you have these off, pull the inner well plastic down just far enough to reach in and grasp the bulb. Turn the bulb left to free it from the housing. Replace with new bulb. Turn bulb to the right to tighten in housing. put the crew and washer back in and the grommet. You are done:-)
